From Concept to Contract: Contingent Capital Facilities and the G20 Reform of MDB Capital Adequacy Frameworks

This report presents the Contingent Capital Facility (CCF) as a new multilateral development bank (MDB) capital instrument available now to the wider community. It sets out how a CCF works, the policy issues any MDB would need to consider before adopting one, and a set of template contractual documents that can be adapted to different MDBs, mandates and shareholder bases.

It is the result of project in partnership with the Caribbean Development Bank (CDB), Cantium Limited, Ardhill Advisory, and Linklaters to develop an innovative capital solution to expand lending capacity and increase resilience of multilateral development banks (MDBs) including the CDB. This work has been made possible with funding from the Children’s Investment Fund Foundation.
